Not always true. Hence why so many women died in childbirth before modern medicine (thats the time period when as soon as girls got their first period, they were married). The hips arent actually developed enough in early puberty for females to have a baby safely. Risk of death in childbirth or killing the child is very high that young. By about 15 or 16 their bodies are actually mature enough to handle it.
