On remand from the Supreme Court in Doe v Chao, Doe got his costs but lost most of his fees.
The court had ruled that a person who can't prove damages in a Privacy Act case for disclosing a social security number, can't even get the $1000 the act says applied "in all cases."

The government argued since Doe didn't get his $1000, he shouldn't get costs or fees either. After explaining why the government was wrong, they stole the guy's fees anyway.
