	*But...you can't upgrade me to a Level 3 Tech. Again. sigh...this is my fourth application!*


	I'm sorry, but while your overall ratings are good, there is no way a tech with a Personality Rating of 3 can get above Level 2. At least, not without large, untraceable amounts of Space Money.
