Your definition is incorrect. Here's the OED's:
"Government by the people; that form of government in which the sovereign power resides in the people as a whole, and is exercised either directly by them (as in the small republics of antiquity) or by officers elected by them. In modern use often more vaguely denoting a social state in which all have equal rights, without hereditary or arbitrary differences of rank or privilege."
Your misconception of democracy is often used by oligarchists and other detractors to invoke fear of "mob rule." What you describe is more properly called "ochlocracy."
Many in the US have complained about our "winner take all" form of elections, which is a de facto kind of "majority rule" and therefore a departure from the spirit of democracy. Varieties of "proportional representation" have the potential to address these complaints and are closer to a true "government by the people." In any case, democracy is not, in and of itself, "majority rule." It is government of, by, and for the people as a whole.
