In fact, I'll do it now. No, Photoshopping should never be required for a CC. That's not what CCs are for. CCs are handily the most inclusive competition we have in the forums, and should be. At any given time, pretty much any day of the week, someone should be able to go into the CCs, make an entry, and have a shot at winning. "If you don't have $700 for Photoshop, just sit on your thumbs for a week" does not square with this philosophy. That said, I wouldn't call for ending this CC, not that it would do me any good anyway.
If we keep the Photoshop requirement as a possibility, it sets a dangerous precedent. No one really has the authority to set hard rules for what the CC winner does. Nothing is really keeping me from declaring myself winner-for-life and replacing comicking with sack races to be held on Saturday afternoons. Therefore, we need some kind of a consensus; I for one think that consensus should be (and, in practice, is) "the winner of a CC starts the next CC, which is a comic-making contest." That allows leeway for winners to allow Photoshopped entries, but not to require it. Honestly, I'd like to have a contest for funny songs, recorded at home and MP3-encoded, but if I decide to start one, I won't pick CC as my platform, because not everyone has recording equipment.
