That's a great question. In my vast experience as a skinny little punk who likes to go off on people without getting beaten, the internet is only the safest way. It is therefore the dullest in many respects (although its suitability for protracted invective is addicting).
Another, more thrilling way is making fun of large, angry persons to their faces, then saying you're just kidding, then doing it again. Make sure you look them in the eye and smile. Although it's rarely called for, be ready to run, or have a bludgeon or a large, angry friend handy.
A smarmier option is making fun of tough guys in ways they can't understand. For almost anyone reading this, it's easy. Again, take precautions.
For unparalleled skinny-little-punk eXtreme Go-Off thrills, act crazy. Say anything you want, and show no fear and no sign of backing down. The crowd MUST be against the tough guy, and you MUST be ready to bail if it comes to a red-ass beatdown. It helps to have an established (even if unfounded) reputation as a martial artist. Still, you could get hurt. That's why it's fun.
